Transitional Human Capital Directorate - National Bank for Economic Development (BNDE)

The context

BNDE, Senegal's public bank, is embarking on a new transformation. The success of its 2013-2018 strategic plan has allowed it to solidify its institutional and operational foundations. The strengthening of its share capital (from 11 to 52 billion FCFA by the end of 2023) reflects a clear commitment to acceleration and growth.

In line with this development, a new Chief Executive Officer was appointed in May 2024, marking the beginning of a new transformation cycle. The Bank now aims to strengthen its support functions to better support its strategic ambitions, particularly the Human Capital Department (HCD), which faces several challenges:

• An HR organization poorly adapted to the new challenges of the banking sector;

• Processes that are still largely manual and insufficiently managed;

• Human capital management that requires greater structure, planning, and professionalization.

The mission

In this context, the General Management engaged Actiss Africa to manage the Human Resources Department (HRD) as part of a diagnostic mission and the development of a human resources optimization strategy.

This mission, conducted from September 2024, focused on the following objectives:

• Mapping existing roles and skills and analyzing their alignment with departmental positions and workloads;

• Identifying skills gaps to be addressed to support the Bank’s future strategy;

• Diagnosing HR processes and identifying the strengths and weaknesses of the HR function;

• Proposing a target HR organization for 2025-2027;

• Developing a clear and structured action plan to strengthen the HR function;

• Defining HR performance indicators and human capital monitoring tools. Actiss Africa’s approach, through its Transition Manager, was based on in-depth document analysis, targeted interviews with the teams concerned and sector benchmarking to enrich the recommendations.

Results

Following this mission, BNDE now has:

• A comprehensive mapping of roles and skills (technical, managerial, behavioral, and digital) within the Bank;

• A skills assessment of staff based on an individual evaluation of existing capabilities, highlighting strengths and priority areas for development;

• A detailed analysis of the HR function, structured around three key process areas:
       o Policy and management processes;

       o Administrative processes;

       o Development and engagement processes.

• A target organizational structure for the Human Resources Department (HRD) designed to support growth, foster agility, digitize processes, and promote internal mobility;

• Concrete recommendations to enhance the bank’s attractiveness, professionalize HR practices, and modernize management tools.

• The implementation of HR tools and resources;

• An operational action plan to implement the transformation of the HR function.
