Head of Transition Tools and Database Department - Expertise France
The context
The Tools and Database Department plays three roles within the Finance Department:
– Business Analysis (MOA), enabling business units to better express their needs to the IT Department, with which it serves as the primary point of contact.
– Operational support for teams in the continuous improvement of practices.
– Development of a data-driven culture throughout the agency.
The position of Head of the Department is vacant. A candidate has been identified but will not be able to join the Department for some time. Above all, the team needs to be revitalized, and the transformation projects must accelerate. Therefore, Expertise France is partnering with Actiss to implement an interim management assignment.
The mission
– Resumed leadership of the team, particularly the Data Scientists, who were somewhat disoriented.
– Reactivation/strengthening of links and communication within the Agency. This facilitated the introduction of a data culture within the team and the Finance Department, through involvement in the agency project to implement an agency data warehouse and a Finance Department data mart, in conjunction with the IT Department, which is leading the project. This reactivation of internal communication also extended to the project to implement the data lifecycle within the agency.
– Resumed control of the Business Analysis (BA) files – ERP (X3), process review tools, treasury (TMS), and decommissioning of the Atlas software in favor of a new tool (OGOP), to move them forward. Here too, the key to success was communication and project management with the Finance, Operations, and IT teams.
– Participation in reorganization and decentralization operations: analyses of current processes, targets, and action plans were conducted on the main projects: invoice approval workflows, implementation of a reporting solution (Internal Profitability Analysis).
– Handover of files and seamless transition with the permanent incumbent.
Results
The Data Hub team is re-energized and mobilized, thanks to a clearer vision of the future and improved communication with the entire CFO, Operations Director, and IT teams. Projects are underway and roadmaps are clear. The incumbent, Head of Process, Tools, and Databases, takes over a well-organized and dynamic department. The CFO is now fully committed to continuing to meet the challenges of Expertise France’s reorganization.
